The concept of "diplomacy" can be described in different ways. By one definition, diplomacy means the content of foreign policy. According to a second definition, diplomacy is the way foreign policy is conducted. The third definition of diplomacy is described as the conduct of international relations through talks. According to the fourth and final definition, diplomacy is the art or skill of a diplomat. These definitions highlight both the substance and process of international problems.

DEFINITION OF DIPLOMACY

Above all, diplomacy is at an extremely important and critical point for reconciliation and agreement between states and nations. With the development of international relations, there have been many conflicts and diplomatic processes between the states in the world, which are still ongoing today. Diplomacy is essentially an art of negotiation to solve the problems of the international system through peace. Managing and developing international relations is mainly the practice area of this profession, and another important aspect of diplomacy is "negotiation." Peace falls within the confines of diplomacy, including negotiating for war with the primary goal. Today, diplomacy is not only political, but its economic, technical, cultural, and military aspects are highly developed. It is the best thing civilization has created to prevent power from prevailing in interstate relations. With the development of international relations, there have been many conflicts and diplomatic processes between the states in the world, which continue today. Diplomacy appears to have many definitions; to put it briefly, states, international organizations, multinational corporations, etc., use diplomacy depending on what time they depend on, and in addition, different diplomatic avenues can be used. We can say that diplomacy varies according to our needs. The changing world model used Old Diplomacy before the First World War, but after the First World War, New Diplomacy began to be used, and 21st-century Global Diplomacy and Preventive Diplomacy were used. An important recognition at this point is that "If war is armed diplomacy, diplomacy is war without arms," is the process by which a government communicates its views and views on certain issues directly to decision-makers of other states. It is the best thing civilization has created to prevent power from prevailing in interstate relations. The other crucial aspect of diplomacy is that body language allows you to gain psychology, research, and communication skills between rivals and parties. Another important point is that diplomacy is an important way of providing "understanding and agreement" using different methods. Another important development after the First World War, was Woodrow Wilson, the president of the United States, came up with a new understanding of diplomacy. With the restructuring of the Global Order, the currents of thought that dominated the nineteenth century became Liberalism and Nationalism; in the 1990s, a new era of international relations began. Globalization is essentially; through trade, military alliances, and global imperialism pathways, it shows that the dependence between national systems is steadily increasing. The model of globalization is a European model. Another important point is: The most prominent organization at its point in fighting global threats is the United Nations. Globalization produces different forms of resistance ranging from terrorism to the activities of non-governmental organizations. Here are the issues that global diplomacy will address. Diplomats are essentially public servants who have to conduct their professions abroad, and their most important and critical purpose is "compromise." As before, today, the main obligation of diplomats is to develop and defend the "national interest."

Diplomacy has created a structure that aims to make the close relations between states important by preserving its importance and stability from the past to the present. Along with the globalizing world in the changing world order, diplomacy has also begun to globalize. Technological developments and the increasing globalization of relations between countries have created negative and positive results for diplomacy.
